In layman's terms - someone chosen to represent another
To delegate means to choose someone to do something for you, and give them the power to act as if they were you. For example lets say a teacher chooses a student to be the class representative. That person gets to speak on behalf of the class. In this scenario, the teacher is delegating the responsibility of representing the class to that student.
